Scheme Overview

​The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is a centrally sponsored scheme designed to provide job security to people in rural areas. Farmers can leverage this scheme to plant timber and forest trees on their own land, field boundaries, or fallow land.

Key Features

​This scheme provides financial assistance for both labour costs (wages) and material costs (e.g., saplings, manure, pesticides) required for the plantation project. The subsidy is disbursed in installments over a three-year period, based on the successful survival rate of the saplings and the stages of work completed.

Eligible Beneficiaries

​The following Job Card Holders are eligible to apply for timber/agro-forestry plantation work:

  1. ​Farmers belonging to Scheduled Castes (SC) and Scheduled Tribes (ST).
  2. Small and Marginal Farmers (Alp va Atyalp Bhudharak Shetkari).
  3. ​Families living below the Poverty Line (BPL).
  4. ​Households headed by Women.
  5. ​Beneficiaries of land reforms.

Major Timber Trees Covered

​The scheme typically covers the planting of high-value trees such as:

  • ​Teak (Sagwan)
  • ​Sandalwood (Chandan)
  • ​Bamboo (Bambu)
  • ​Neem (Nim)
  • ​Mahogany

Subsidy and Financial Aid

  • ​The financial assistance, primarily for labour, is paid directly into the beneficiary’s Aadhaar-linked bank account.
  • ​The total quantum of work is defined by a standard rate per hectare, covering pit digging, planting, and survival maintenance for three consecutive years.
  • ​For specific activities like Bamboo cultivation, some states offer substantial integrated subsidies (up to ₹7 lakh over 3 years), often channelled through MGNREGA or related schemes.

Application Process (Simple Steps)

​The application for MGNREGA work is primarily handled at the Gram Panchayat level:

  1. Job Card Requirement: The applicant must possess a valid MGNREGA Job Card.
  2. Application to Gram Panchayat: The interested farmer must submit a prescribed application form to their Gram Panchayat office.
  3. Required Documents:
    • ​Copy of the Job Card.
    • ​Land Records (7/12 and 8-A extracts).
    • ​Caste Certificate (if applicable).
    • ​BPL Certificate (if applicable).
    • ​A Consent Letter committing to ensuring the survival of the planted trees.
  4. Approval: The Gram Panchayat reviews the application. Officials from the Agriculture/Forest Department then conduct a site visit and grant administrative approval for the work.
  5. Work Commencement: Once approved, the farmer can start the plantation work. Payments for the labour component are processed as the work is verified.
